A couple of weeks ago, President Muhammadu Buhari wrote the Senate that the Vice President, Professor Yemi Osinbajo will act on his behalf as President while he would be on medical vacation. But yesterday we heard that, while M. Osinbajo was still the acting President, M. Buhari had phone talk with M. Trump. Is it normal ? Why is it that the acting president does not assume the full duty of Nigerian presidency ? Being an acting president  is it only in domestic matters ?
